Outside of Kathmandu Valley and Pokhara, is Nepalgunj the most ethnically diverse place in Nepal?

Nepalgunj has a bit of everyone. The Khas people from Sudurpaschhim as well as those who have descended south from Karnali, the Tharu people from Bardiya, Kailali, and the neighboring areas, the Magars from Rukum, Rolpa, and the surrounding areas, and the Madheshis. It also has the largest Muslim population in Nepal and a sizeable Sikh population. Villages like Bankatwa and Shikhhanpurwa have a large Sikh population, thanks to the fact that the wife of Maharaja Ranjit Singh escaped Punjab after the conflict with East India Company in 1849 and fled to Nepal via Nepalgunj. I may go as far as saying that it is the most ethnically diverse city in Nepal after Kathmandu Valley and Pokhara. People who’ve been there, any thoughts?
