You need to use the new url it seems for some districts:
All applications regarding the **online driving license application** and **online payment** for Transport Management Office (Transport Management Offices under The Bagmati Province, Pokhara, Baglung & Dumre) offices need to be apply from the following link:

The funny thing is when applying through the new portal, I cannot select bike and car category x.x
